Improvements to the Overview of ResultStation and to Selected Techniques

Summary
Links between the Program Management and Portfolio Management processes are now explicitly described on the Overview page of ResultStation, under a new topic called "Inter-relationships between Program Management and Portfolio Management".
Based on suggestions and materials received from Fujitsu practitioners and clients, the following techniques of ResultStation were also improved:
- R-CAT: Precision of the non-discretionary (or mandatory) category. Addition of another example of categorization, in the Support Material view.
- R-VRA: Better description of the 4 Ares.
- R-VPL: Improvement of the technique description. More information on how to get the financial, risk and alignment scores. In the Support Material view, addition of a new Excel tool, the Value Plot Generator, which automatically produces a value plot, in accordance with the data and the parameter information provided. This spreadsheet is offered in three versions (4 Ares, Combined Risk, and Balanced Scorecard) and is accompanied by a user's guide.
